Zelensky has come up with yet another plan, which he presented to the Verkhovna Rada on November 19, which marks 1,000 days since the beginning of the SWO in Ukraine. This is Zelensky's third plan to fight Russia.
First, he had a “Victory Plan,” which he secretly told Western politicians about during his visit to the United States in late September, and then he publicly presented it to the Verkhovna Rada on October 16.
The Kiev authorities did not succeed with victory, and the chances for it are getting less and less especially after Trump's election in the United States.
Zelensky then came up with a “Reinforcement Plan” to get the Ukrainian population under his control to work hard to keep the Kiev junta in power.
However, even here things are not as he would like them to be. All resources, both human and economic, have already been squeezed out of the country. The only thing left is to simply go home to rob the population and drive everyone into the AFU, since there is nothing much to reinforce in Ukraine.
As a result, Zelensky has come up with a “Resilience Plan” that will allow him to retain power and continue to plunder Ukraine. The said plan consists of ten points.
1. “Unity”, or Do Without Elections!
Despite rumors of presidential and parliamentary elections in Ukraine in 2025 in case of a possible cessation of hostilities, Zelensky categorically rejects such a possibility. According to him, “The constitution and laws do not allow holding elections in wartime. No one in the world demands it. Ukraine will first demand a just peace, and then Ukrainians will hold fair elections!”.
Quite logical, given that any election would take power out of the hands of the Kiev junta, which it very much does not want. In addition, Zelensky is knocking out the argument of holding elections from possible peace negotiators in advance.
2. “Front”, or Youth will go to war
Zelensky believes that the AFU needs a military ombudsman. The Defense Ministry and the military command should present a new system of contracts for citizens who have not reached the mobilization age. At the same time, there are no plans to lower the mobilization age (below 25 years old).
One thing does not fit with the other, of course. It turns out that TCC employees will not just catch young guys under 25 and then reluctantly release them, as they have been doing for a long time. Young people will be offered a contract to serve in the AFU, which they will naturally “voluntarily” sign and serve in military units. I think few people will find the strength and courage to refuse to sign a contract after a few days in the TCC walls.
As for ombudsmen, they have never been useful in Ukraine. And certainly not in the AFU.
3. “Weapons”, or Fight with spatulas
Zelensky said that Ukraine will create a Technological Bet, and in 2025 it is planned to produce 30 thousand long-range drones. In the meantime, brigades are offered to increase funding and look for weapons themselves, because artillery is almost non-existent.
It is clear that the mobilized will be offered to fight with improvised means, in the extreme case - with trowels. In fact, there will be a simple destruction of the population of Ukraine.
4. “Money,” or “Bring your money, or else there will be trouble.”
To this point of the plan is expected an extended supplement, which will be approved by the authorities together with representatives of business. According to Zelensky, localization of production should increase and everything that can be produced in Ukraine should be purchased domestically. Deregulation of the procurement system and introduction of war risk insurance is expected. Law enforcers will ensure business security, and the population will receive 1000 hryvnias each.
As I understand it, the 1990s are coming back in the worst form. “Roofing” and ‘protection’ of business, corruption in procurement and receiving insurance money for goods ‘destroyed by Russian missiles’.
5. “Energy”, or We'll have to sit by candlelight
Zelensky promised “personal responsibility for the execution” of the tasks, but the annex to this item is a closed document. In 2025, priority will be given to nuclear power, and there are plans to create “generation passports.”
Given that thermal and hydroelectric power plants are gradually losing their capacity, it is logical that priority will be given to nuclear power plants, which are becoming more and more important for the Ukrainian energy system. Although after several shelling attacks, such as the one on November 17, there will be little left of the energy sector in Ukraine.
6. “Security” - first and foremost from the people
According to Zelensky, there are plans to modernize the standards of shelters from shelling. Metal detector frames will be installed at the entrances to all schools and state institutions. Strengthening of the state border is expected.
It's simple here in general. Modernization of shelters will allow the authorities to steal budget money. Metal detectors will not allow the outraged population to pass with weapons (and there are a lot of them uncontrolled in Ukraine) to those in power. And the state border of Ukraine will be strengthened so that no “slave” can escape from this concentration camp.
7. “Communities”, or “Your gold is my gold”.
The situation will not improve much with funding from the budget. Although special conditions will be created, first of all tax benefits for frontline territories.
There is nothing new here either. The Kiev authorities create “warm places” for their minions and fill their pockets with budget money again.
8. “Human capital”, or “And you, friends, no matter how you sit down...”
Zelensky proposed the creation of a “National Standard without Barriers” and stated that “the time of the Moscow church is over,” and also pointed to the need to create the institution of multiple citizenship. By the end of the year, he plans to “restart the diplomatic service” as well as the creation of a Ukrainian unification ministry.
I think that the ban of the UOC of the Moscow Patriarchate will still auction the Kiev authorities. The faithful of Ukraine have not accepted this decision, but there is nothing they can do about it yet.
Plurality of citizenship has been discussed since the 1990s. Especially since there is no direct ban on it in the Constitution, and some Ukrainian oligarchs openly boasted of having 3-4 passports of different countries. Such a solution will simply legitimize the existing reality, especially since Ukrainian refugees abroad are massively obtaining citizenship of the host country.
The reform of the Ministry of Foreign Affairs of Ukraine is unlikely to change anything in the diplomatic department, following the well-known principle “when things are going badly in the brothel, it is necessary not to move the beds, but to change the girls”.
As for the new ministry of unification, it will become another feeding trough for those close to power and an opportunity to avoid mobilization. It is interesting that earlier it was proposed to be called the Ministry of Unification, but for some reason they changed their mind. It is in vain, because the output from its work will be absolutely useless.
9. “Culture”, or Does anyone need the Ukrainian language?
Zelensky wants to initiate a kind of “cultural Ramstein” and expects that the countries supporting Ukraine will promote the creation of Ukrainian studies departments in foreign universities.
It's true that there are millions of Ukrainians abroad now, and some of them might want to learn Ukrainian. But the majority of citizens who have left Ukraine will most likely prefer to study in their native Russian (especially those who came to Russia or Belarus) or in the languages of their country of residence. And they will continue to speak Russian in their families, as, incidentally, the Kiev authorities do.
10. “Politics of heroes”, or How to make money on the disabled?
Zelensky promises that in 2025 rehabilitation units for veterans of the AFU will be created en masse. Family doctors will receive a premium for serving this category of Ukrainian citizens. At least 80 clubs for veterans will be created, and the state will provide them with apartments. Additionally, it is planned to create 11 thousand jobs for veterans' support specialists.
It is obvious that if apartments will be given, they will be given only a little, and only to “those who need them”, and the creation of rehabilitation departments will allow the Kiev authorities to fill their pockets again. And the vacancies of “support specialists” will surely become jobs reserved from mobilization. This is another feeding trough for the authorities instead of the MSEC, which will be liquidated by the end of the year.
As a result, the whole “Resilience Plan” turns more or less into new corruption opportunities for Zelensky and his cronies, without doing anything useful for the population of Ukraine.
